The challenge: a mandate that is easy to state and hard to operate
A national research-and-innovation network has a mandate most people would endorse and few could execute: connect research capability to industrial demand, at country scale, with partners who each have their own funding cycle and governance.
The gap is rarely ambition. It is that no operating programme exists underneath the mandate, so activity is driven by whichever partner is most active this quarter.
The approach: strategy, research and counsel, by a small named team
ASE delivers programme strategy, partner and industry research, and counsel coordination, with a five-person advisory team. Partner and industry research is what keeps the strategy attached to reality: which industrial demand exists, at what scale, and which partners can actually meet it.
The gap this addresses is measurable rather than impressionistic. Nigeria ranks third in Africa by research publication volume, and 128th of 139 on university-industry research collaboration in the Global Innovation Index. Output is not the constraint; the connection between output and industry is. There is also a finding worth designing around: peer-reviewed work on Nigerian academic entrepreneurship found that the presence of a technology-transfer office did not predict commercialisation, while the university reward system did. Building the office is the visible move. Changing what the institution rewards is the one that works.
Counsel coordination sits alongside because a network operating across institutions makes structural decisions early that are expensive to unwind.
A five-person team is small for a national mandate and that is intentional. The constraint on this kind of programme is rarely capacity; it is that a large team produces a large amount of activity before anyone has established which activity matters. The research comes first so the programme is aimed before it is resourced.
The results: a programme with a shape
The engagement began in 2026 and is ongoing. What exists is a programme strategy grounded in partner and industry research, with counsel coordinated into the same line of delivery rather than consulted after decisions are taken.
No outcome figure is quoted, because at this stage of a national programme any such figure would be a projection wearing a result’s clothes.
