Qualifying a century-old valve maker for Nigerian refinery demand

The challenge: demand and capability that cannot find each other
Nigerian energy and refinery projects need industrial valves that will hold a pressure rating and survive an inspection. European manufacturers with exactly that capability frequently have no route into those projects, because the qualification burden sits on whoever is willing to carry it and usually nobody is.
The result is a market that defaults to whatever is easiest to procure rather than what is specified, and a buyer who discovers the difference at commissioning.
The approach: qualification run to a checklist, not a conversation
ASE runs supplier sourcing, qualification and outreach on its standard RFQ and evidence-tracking discipline. Specification and pricing cycles run to a checklist. What a supplier claims is separated from what a supplier has evidenced, and the distinction is recorded rather than remembered.
The manufacturer in this case is Brunnbauer-Armaturen Produktionsgesellschaft m.b.H., a Vienna valve maker operating since 1901 and producing high-pressure, reducing, safety, gate, control and butterfly valves. Its certification set is the reason it qualifies for this demand at all: ISO 9001 and CE 0035 PED Module H for the Vienna operation, plus EAC approvals, with additional production in Budapest and Uherský Brod.
What a refinery QA function actually asks for is a document set, and the distinctions inside it decide whether a supplier clears. EN 10204 defines four inspection documents: a 2.1 declaration and a 2.2 test report both rest on non-specific inspection, meaning tests on comparable production rather than on your heat. A 3.1 certificate rests on specific inspection of the products actually supplied, validated by an inspector independent of the manufacturing department. A 3.2 adds a second signature from the purchaser’s representative or an inspector designated by regulation. A quotation that offers 2.2 where the specification says 3.1 is not a cheaper version of the same thing.
The rest of the pack follows the service. Pressure testing to API 598 or EN 12266-1. Fire testing to API 607 for quarter-turn and soft-seated valves, or API 6FA for API 6D valves. Fugitive emissions to ISO 15848-1 for type testing or ISO 15848-2 for production acceptance, or the API route where API 622 qualifies the packing before API 624 or 641 qualifies the valve using it. Where the service is sour, ISO 15156. A vendor claiming API 624 without the API 622 packing qualification behind it is claiming something that does not hold together.
A century of operation is not itself an argument. The certificates are, because they are the documents a refinery inspector will ask to see.
The results: a qualified route rather than a hopeful introduction
The engagement is ongoing and the honest measure at this stage is the quality of the qualification, not a shipped tonnage. What exists that did not before is an evidenced match between a specified demand and a manufacturer whose certification covers it, with the RFQ trail to show how that conclusion was reached.
